Mission Statement

 Healthy Starts Community Development, Inc. (Healthy Starts) is a Utah-based nonprofit dedicated to strengthening communities through charitable community development activities that advance safe, healthy, and dignified conditions for children and families across Utah - particularly those in low- to moderate-income communities.


Our primary focus is supporting licensed childcare facilities by delivering public services and administering grant-funded rehabilitation projects that improve life-safety, environmental health, accessibility, and long-term facility sustainability.


When aligned with local priorities and funding eligibility, Healthy Starts also supports other community-serving facilities that play a critical role in serving low-income households and strengthening neighborhood resilience.


Through partnerships with municipalities, public agencies, and nonprofit providers, Healthy Starts ensures that community facilities are safe, compliant, and equipped to meet the needs of the populations they serve.

How We Advance Our Mission

 Healthy Starts advances its mission through eligible community development activities, including:


  • Rehabilitation of community-serving facilities, with an emphasis on correcting health, safety, accessibility, and code-related deficiencies in childcare settings  and essential support venues.


  • Public service initiatives that improve life-safety, emergency preparedness, and environmental health for children and caregivers, and community facilities.


  • Coordination with local governments and funding partners to ensure compliance with applicable federal, state, and local requirements.


  • Collaborating with community partners (e.g. food pantries) to assess facility needs, align improvements with funding requirements, and support safe, accessible environments. 


  • Targeted support for licensed in-home and center-based childcare providers serving LMI households.


Our programs are structured to align with Community Development Block Grant (CDBG) national objectives and local Consolidated Plan priorities, ensuring that public resources are used responsibly and for clearly defined public benefit.

Our Vision

Healthy Starts envisions communities where every child has access to safe, healthy, and dignified environments that support early learning, family stability, and long-term well-being.


We believe that strengthening the physical and operational conditions of community-serving facilities is foundational to stronger neighborhoods, economic opportunity, and positive outcomes for children and families.
