Healthy Starts Community Development, Inc. is committed to transparency, accountability, and full compliance with all applicable federal, state, and local funding requirements. As part of this commitment, Healthy Starts discloses relationships that may be relevant to program implementation and oversight.

Summer Sky Contractors Co. is a Utah-licensed general contracting company owned by the same individual who serves in a leadership role with Healthy Starts Community Development, Inc.

To support program accuracy and timely implementation, Summer Sky Contractors Co. may, from time to time, provide initial site assessments or technical evaluations for facilities participating in Healthy Starts programs. These assessments are limited to identifying potential health, safety, accessibility, or code-related deficiencies and do not constitute a bid, proposal, or recommendation for award of construction work. Participation in assessment activities does not confer preference or eligibility for funded work.

Initial site assessments, when provided, are contributed as in-kind professional services and are not billed to CDBG, City, or other public funding sources.

Any assessments performed by Summer Sky Contractors Co. are limited to identifying potential health, safety, accessibility, or code-related deficiencies within program facilities.

These assessments:

• Do not constitute a bid or proposal 
• Do not recommend award of construction or rehabilitation work 
• Do not influence procurement decisions
   

Assessment activities are conducted solely to support program scoping and compliance.

No contractor, including Summer Sky Contractors Co., is guaranteed or given preference for construction or rehabilitation work funded through Healthy Starts programs.

All construction and rehabilitation activities funded with public or grant funds are subject to applicable procurement rules, competitive processes, and oversight by the awarding jurisdiction.

This disclosure is provided to ensure transparency and to affirm Healthy Starts Community Development, Inc.’s commitment to ethical administration, regulatory compliance, and responsible stewardship of public and philanthropic resources.
